Tribal Solutions To Affordable Living Arrangements By Group Initiative (TSALAGI) Program
Applicants must be members of a Federally recognized tribe and qualify as a low-income family under the 80% income threshold according to the income guidelines determined by HUD. The TSALAGI Program is a lease purchase program offered to EBCI Tribally enrolled members that own land on the Qualla Boundary. The participant signs their land over to the CIHD, and we build the home and lease the home back to the participant. The monthly payment is based on 15% of the household’s Adjusted Gross Income. The total overall cost to construct the home is amortized over 25 years at 3.5% to establish the maximum monthly payment.

Tsali Manor Rental Program
CIHD operates 29 long-term rental units executively for EBCI senior citizens (Over the age of 59.5). Applicants must be able to live independently. Monthly payments are based on 12% of the household’s Adjusted Gross Income with a maximum payment of $200. The applicant is not required to be employed.
