Tribal Solutions To Affordable Living Arrangements By Group Initiative (TSALAGI) Program

Applicants must be members of a Federally recognized tribe and qualify as a low-income family under the 80% income threshold according to the income guidelines determined by HUD. The TSALAGI Program is a lease purchase program offered to EBCI Tribally enrolled members that own land on the Qualla Boundary. The participant signs their land over to the CIHD, and we build the home and lease the home back to the participant. The monthly payment is based on 15% of the household’s Adjusted Gross Income. The total overall cost to construct the home is amortized over 25 years at 3.5% to establish the maximum monthly payment.

Affordable Rental Program

Applicants must either be members or have children in the household of a Federally recognized tribe and qualify as a low-income family under the 80% income threshold according to the income guidelines determined by HUD. CIHD operates 99 long-term rental units in various locations on the Qualla Boundary. Monthly payments are based on 12% of the household’s Adjusted Gross Income. The maximum monthly payment is determined by using the lowest market rate per bedroom size in the surrounding counties. Unless all adult applicants in the household are disabled or an applicant is a single parent with a child under the age of 3, at least one adult must be employed and remain in that status.

Temporary Housing

This program is only for families experiencing an emergency. There is no waiting list as applications are only accepted when a unit becomes available. Applicants must either be members or have children in the household of a Federally recognized tribe and qualify as a low-income family under the 100% income threshold according to the income guidelines determined by HUD. Leases are day-to-day with a maximum of 90 days. A 90-day extension may be granted if the participants show reasonable efforts are being made to obtain long-term housing, including meeting the requirements for Qualla’s long-term Affordable Rental Program.

Repossessed And Rehabilitated Home Program

In some cases, CIHD must repossess a home by court action for various reasons. In other cases, current participants voluntarily terminate their agreement and CIHD regains possession. In either case, CIHD is left with the task to rehabilitate the home and offer an applicant the opportunity to become a homeowner. This program is designated for applicants that either do not own land on the Qualla Boundary or the land they do own is deemed unbuildable per EBCI Site Inspection standards. Applicants must be members of a Federally recognized tribe and qualify as a low-income family under the 80% income threshold according to the income guidelines determined by HUD. Once placed on the waiting list, applicants must update their applications every six months to remain on the waiting list. Once a home becomes available, the applicant at the top of the waiting list will be offered a home that typically falls under the TSALAGI program, though there may be exceptions.

Tsali Manor Rental Program

CIHD operates 29 long-term rental units executively for EBCI senior citizens (Over the age of 59.5). Applicants must be able to live independently. Monthly payments are based on 12% of the household’s Adjusted Gross Income with a maximum payment of $200. The applicant is not required to be employed.
